What is an EDI 113?

The EDI 113 Election Campaign and Lobbyist Reporting is the bi-directional ANSI X12 transaction set candidates, candidate committees, party committees, political action groups, lobbyists and other entities can use to exchange disclosure data with the authorities that receive it.

Disclosure laws require filers to report contributions, expenditures and lobbying activity on set schedules. Electronic filing makes the data available to the public faster and lets authorities check filings for completeness. Authorities define their own filing formats, so the X12 option is used where accepted.

How to read this diagram: the top row shows who sends the 113, to whom, and which documents usually come before and after it. The lower part shows what X12 release 008010 itself requires: the envelopes around the 113 and the segments and loops the standard marks as required, area by area. Optional loops are listed by the segment that starts them rather than drawn in full. This is the standard's minimum, not a trading partner's requirement: each partner's implementation guide usually makes some optional loops mandatory, restricts the codes and may use a different release.

Structure

Mandatory segments in the 113 (X12 release 008010)

The segments X12 release 008010 marks as mandatory at their level, in order. Segments inside optional loops are needed only when the loop is used. This is the standard's requirement, not your trading partner's: each partner's implementation guide names the release it uses, adds the optional segments it requires and restricts the values. The requirement status comes from one published X12 reference listing and has not been checked against a second source.

Practical example

The 113 in practice

A political action committee files its quarterly disclosure report. Its compliance software sends the election authority a 113 with each contribution received above the reporting threshold and each expenditure made. The authority checks the filing and publishes the data.

Implementation

Implementation considerations for the 113

  • Confirm the format each authority accepts.
  • Meet the statutory filing deadlines for each period.
  • Validate contributor details against reporting thresholds.
  • Keep records to support amendments and audits.
