What is the EDIFACT COPAYM message?

COPAYM is the UN/EDIFACT contributions for payment message. The directory defines it as a message from an enterprise providing the information it must declare for the payment of its social contributions to the responsible authority. It may be used to declare contributions based on wages paid and other bases.

The declaration summarizes wages and contributions due for the period, so the authority can match the payment it receives and maintain the contribution records of the employer and its employees. Corrections are declared similarly.

How to read this diagram: the top row shows who sends COPAYM, to whom, and which messages usually come before and after it. The lower part shows what the directory D.21A itself requires: the envelopes around COPAYM and the segments and segment groups it marks mandatory. Conditional groups are listed by their trigger segment rather than drawn in full. This is the directory's minimum, not a trading partner's requirement: a message implementation guide, such as an industry subset or a partner’s own guide, usually makes some conditional groups mandatory, restricts the codes and may use an older directory.

Structure

Mandatory segments in COPAYM (directory D.21A)

In UN/EDIFACT directory D.21A, the COPAYM message has 46 segment positions arranged in 7 segment groups. These are the segments and segment groups marked mandatory at message level, in order; a mandatory group is shown with the segment that starts it. Segments inside conditional groups are needed only when the group is used. This is the directory’s requirement, not your trading partner’s: each partner’s message implementation guide names the directory it uses, often an older one such as D.96A or D.01B where the structure can differ, makes some conditional segments mandatory and restricts the codes.

Practical example

COPAYM in practice

At the end of each month, an employer's payroll system calculates the social contributions due. It sends the authority a COPAYM with the total wages, the contribution bases and the amounts due by contribution type, and pays the total. The authority matches the payment to the declaration.

Implementation

Implementation considerations for COPAYM

  • Calculate contributions with the current rates and ceilings.
  • Reconcile the declaration with the payment made.
  • Meet the declaration and payment deadlines.
  • Follow the authority's current specification.
