What is an EDI 103?
The EDI 103 Abandoned Property Filings is the ANSI X12 transaction set used to report abandoned property filing information, such as uncashed checks or abandoned bank account balances, to government agencies. Agencies may also use it in exchanges among themselves.
When property such as a dormant account or an uncashed payroll check goes unclaimed for the period set by law, the holder must report it and turn it over to the state, which holds it for the owner. Holders with many items across states file electronically, listing each owner and amount.
How to read this diagram: the top row shows who sends the 103, to whom, and which documents usually come before and after it. The lower part shows what X12 release 008010 itself requires: the envelopes around the 103 and the segments and loops the standard marks as required, area by area. Optional loops are listed by the segment that starts them rather than drawn in full. This is the standard's minimum, not a trading partner's requirement: each partner's implementation guide usually makes some optional loops mandatory, restricts the codes and may use a different release.
When it is used
- Filing annual unclaimed property reports
- Reporting dormant bank accounts
- Reporting uncashed checks and credits

Structure
Mandatory segments in the 103 (X12 release 008010)
The segments X12 release 008010 marks as mandatory at their level, in order. Segments inside optional loops are needed only when the loop is used. This is the standard's requirement, not your trading partner's: each partner's implementation guide names the release it uses, adds the optional segments it requires and restricts the values. The requirement status comes from one published X12 reference listing and has not been checked against a second source.

Practical example
The 103 in practice
A bank completes its annual review of dormant accounts. For each state, it files a 103 listing the owners, last known addresses, account types and balances that have passed the dormancy period, and remits the funds. The state records the property so owners can claim it.
Implementation
Implementation considerations for the 103
- Follow each state's dormancy periods and reporting format.
- Perform required due diligence notices before reporting.
- Reconcile reported amounts with remittances.
- Protect owners' personal data under applicable law.
