What is the EDIFACT CUSEXP message?

CUSEXP is the UN/EDIFACT customs express consignment declaration. The directory defines it as a message that transfers express consignment data to a customs administration, combining all three types of customs reporting, the conveyance report, the cargo report and the customs declaration, in a single message.

Express and courier operators move very large numbers of low-value shipments overnight. Combining the three reports lets customs assess and clear them quickly, often before the aircraft lands, so parcels can be delivered the next morning.

How to read this diagram: the top row shows who sends CUSEXP, to whom, and which messages usually come before and after it. The lower part shows what the directory D.21A itself requires: the envelopes around CUSEXP and the segments and segment groups it marks mandatory. Conditional groups are listed by their trigger segment rather than drawn in full. This is the directory's minimum, not a trading partner's requirement: a message implementation guide, such as an industry subset or a partner’s own guide, usually makes some conditional groups mandatory, restricts the codes and may use an older directory.

Structure

Mandatory segments in CUSEXP (directory D.21A)

In UN/EDIFACT directory D.21A, the CUSEXP message has 49 segment positions arranged in 17 segment groups. These are the segments and segment groups marked mandatory at message level, in order; a mandatory group is shown with the segment that starts it. Segments inside conditional groups are needed only when the group is used. This is the directory’s requirement, not your trading partner’s: each partner’s message implementation guide names the directory it uses, often an older one such as D.96A or D.01B where the structure can differ, makes some conditional segments mandatory and restricts the codes.

Practical example

CUSEXP in practice

An express carrier's overnight flight carries 6,000 parcels into Brussels. Before departure from the hub, its customs system sends a CUSEXP for each consignment with the flight, the consignor and consignee, the goods, value and weight. Customs clears most parcels before landing and flags a few for inspection with CUSRES.

Implementation

Implementation considerations for CUSEXP

  • Check the value thresholds and procedures customs allows for express consignments.
  • Send data early enough for pre-arrival clearance.
  • Validate consignee and goods data at the point of booking.
  • Process inspection selections before parcels go out for delivery.
