What is the EDIFACT GOVCBR message?

GOVCBR is the UN/EDIFACT government cross border regulatory message. The directory explains that, for cross-border transactions, it lets a declarant submit a legally required declaration or other regulatory information to a cross-border regulatory agency, typically operating in a single window environment, and lets agencies exchange such information among themselves.

A single window lets traders submit data once for customs, health, agriculture and other agencies. GOVCBR is designed as a general regulatory message for that environment, based on harmonized data models rather than one agency's form.

How to read this diagram: the top row shows who sends GOVCBR, to whom, and which messages usually come before and after it. The lower part shows what the directory D.21A itself requires: the envelopes around GOVCBR and the segments and segment groups it marks mandatory. Conditional groups are listed by their trigger segment rather than drawn in full. This is the directory's minimum, not a trading partner's requirement: a message implementation guide, such as an industry subset or a partner’s own guide, usually makes some conditional groups mandatory, restricts the codes and may use an older directory.

Structure

Mandatory segments in GOVCBR (directory D.21A)

In UN/EDIFACT directory D.21A, the GOVCBR message has 1147 segment positions arranged in 312 segment groups. These are the segments and segment groups marked mandatory at message level, in order; a mandatory group is shown with the segment that starts it. Segments inside conditional groups are needed only when the group is used. This is the directory’s requirement, not your trading partner’s: each partner’s message implementation guide names the directory it uses, often an older one such as D.96A or D.01B where the structure can differ, makes some conditional segments mandatory and restricts the codes.

Practical example

GOVCBR in practice

An importer of food products submits its import data through a national single window. Its broker sends one GOVCBR with the consignment, the goods, origin, health certificates and customs details. The single window passes the relevant data to customs and the food safety agency, which each return their decisions.

Implementation

Implementation considerations for GOVCBR

  • Check whether the single window accepts GOVCBR or another format.
  • Map data to the harmonized data model the agencies use.
  • Include all agencies' required data in one submission.
  • Track decisions from each agency separately.
