What is the EDIFACT IFTFCC message?

IFTFCC is the UN/EDIFACT international transport freight costs and other charges message. The directory defines it as a message specifying freight, handling and transport costs and other related charges between transport service providers and their customers.

It lists the charges that apply to transport services, such as freight, terminal handling, documentation fees and surcharges, with their bases and currencies. Customers use it to anticipate and audit costs; it is not itself an invoice, which is sent with INVOIC. Charges can be given for each service.

How to read this diagram: the top row shows who sends IFTFCC, to whom, and which messages usually come before and after it. The lower part shows what the directory D.21A itself requires: the envelopes around IFTFCC and the segments and segment groups it marks mandatory. Conditional groups are listed by their trigger segment rather than drawn in full. This is the directory's minimum, not a trading partner's requirement: a message implementation guide, such as an industry subset or a partner’s own guide, usually makes some conditional groups mandatory, restricts the codes and may use an older directory.

Structure

Mandatory segments in IFTFCC (directory D.21A)

In UN/EDIFACT directory D.21A, the IFTFCC message has 148 segment positions arranged in 45 segment groups. These are the segments and segment groups marked mandatory at message level, in order; a mandatory group is shown with the segment that starts it. Segments inside conditional groups are needed only when the group is used. This is the directory’s requirement, not your trading partner’s: each partner’s message implementation guide names the directory it uses, often an older one such as D.96A or D.01B where the structure can differ, makes some conditional segments mandatory and restricts the codes.

  • UNH
  • BGM
  • UNT

Practical example

IFTFCC in practice

A port terminal changes its handling charges and introduces a new security surcharge. It sends the shipping lines and forwarders it serves an IFTFCC with each charge, its basis per container size and type, the currency and the effective date. The forwarders update their cost tables so customer quotes and invoice audits use the new values.

Implementation

Implementation considerations for IFTFCC

  • State charge bases, currencies and effective dates clearly.
  • Map charge codes to your own cost categories.
  • Use the message for audit and planning; bill with INVOIC.
  • Keep charge tables current as surcharges change.
