What is an EDI 424?

The EDI 424 Rail Carrier Services Settlement is the ANSI X12 transaction set that provides detailed information on charges associated with rail services. A rail carrier sends it to the rail carrier on whose behalf the services were performed.

Railroads perform services for each other, such as switching cars at shared terminals, handling cars or providing equipment. The settlement lists each service with its charges, so the receiving carrier can verify and pay. Settlements are typically exchanged monthly between the carriers involved.

How to read this diagram: the top row shows who sends the 424, to whom, and which documents usually come before and after it. The lower part shows what X12 release 008010 itself requires: the envelopes around the 424 and the segments and loops the standard marks as required, area by area. Optional loops are listed by the segment that starts them rather than drawn in full. This is the standard's minimum, not a trading partner's requirement: each partner's implementation guide usually makes some optional loops mandatory, restricts the codes and may use a different release.

Structure

Mandatory segments in the 424 (X12 release 008010)

The segments X12 release 008010 marks as mandatory at their level, in order. Segments inside optional loops are needed only when the loop is used. This is the standard's requirement, not your trading partner's: each partner's implementation guide names the release it uses, adds the optional segments it requires and restricts the values. The requirement status comes from one published X12 reference listing and has not been checked against a second source.

Practical example

The 424 in practice

A terminal railroad switches cars for three line-haul railroads at a busy interchange. Each month it sends each railroad a 424 listing the cars switched on its behalf, the services performed and the charges. The railroads verify the cars against their records and pay the settlements.

Implementation

Implementation considerations for the 424

  • List services by car so charges can be verified.
  • Apply the agreed rates for each type of service.
  • Reconcile settlements with interchange and switching records.
  • Resolve disputes within the agreed time periods.
